1 Tier 1 – The Concept & Nuance: In Progress in the Future vs Completed by a Future Point
Will be doing means you will be in the middle of doing something at a future time. Will have done means something will already be completed before a specified future deadline.
– “Don’t phone at 8:00. We‘ll be having dinner.”
– “I‘ll have graduated by the time I’m 23.”
2 Tier 2 – The ‘BY + Time’ Trigger for Future Perfect
The preposition by (= not later than) strongly signals the future perfect:
– “By 2030, technology will have changed radically.”
– “By the time you arrive, I will have finished cooking.”

– Rule: By + future milestone requires the future perfect (will have + V3).
– Rule: Actions in progress at a specific future moment take the future continuous.
