1 Tier 1 – The Concept & Nuance: Future-Oriented Infinitive Verbs
Verbs that express intentions, decisions, plans, offers, or refusals are followed by to + infinitive.

2 Tier 2 – Question Word + Infinitive (what to do / where to go)
After verbs like know, learn, explain, ask, decide, use question word + to-infinitive:
– “I don’t know what to do.”
